Detroit’s best-dressed man aims to mend Motown (Reuters)

(Reuters) ? The Big Three automakers may be on the rebound but the original Motor City, Detroit, is still battling to turn the tide of decline. One of the people leading the fight is Charles Pugh.

An ex-television broadcaster known for a swanky wardrobe and outspoken presence, he was solidly voted in as president of Detroit’s city council two years ago, carrying a mandate to clean up corruption and undo decades of mismanagement. But battles over strip-club legislation, water bills and inflated budgets defined his early days in office.

“We were the public pi?ata,” he recalls. “I wanted to quit.”

Two years later, the auto industry’s Big Three — General Motors, Chrysler and Ford — have moved on from the worst of the financial crisis, but the city has fallen further into the mire. With $350 million in annual retiree pension and health-care costs and a shortage of cash, Michigan state officials are considering installing an emergency manager to run the finances of the state’s largest city.

Under the worst-case scenario, Pugh’s city council — which costs about $1 million per month to operate, or more than the cost of the public works department — could be stripped of its power to approve contracts, scrutinize budgets and handle zoning issues.

Pugh, a Democrat who counts Detroit singer Aretha Franklin among his friends, has his own set of problems.

After taking a two-thirds pay cut to join government, he shelved his cable TV service, started packing his lunch and paired back cell service. It wasn’t enough — his tony midtown Detroit condo is headed back to the bank via foreclosure or short sale.

“I can no longer afford it,” he said. “Going through this whole fiscal crisis with the city, I learned you can’t live at your means or just above. You have to live below.”

Detroit has long been in short supply of leaders willing to face up to such cold realities of life.

In 1970, Detroit was the fifth-biggest city in America with 1.5 million people. Now, it has a population of about 700,000. In recent decades, mayors and councilmembers have assumed a reversal of that ongoing population decline would spur economic revival, bolster tax revenue and repair a deteriorating quality of life.

Pugh, who is weighing a run for mayor next year, isn’t sticking to the script. “We’re no longer a big city … we’re going to get smaller,” Pugh said. “Our population probably will end up around half a million.”

DETROIT’S BEST-DRESSED MAN

That is just one of many unconventional opinions carried by the 40-year-old council president.

A lot about Charles Pugh is unorthodox. On a typical day, the Food Network plays on the city-issued television hanging in the corner of his office. Twice named Detroit’s best-dressed man by an upscale magazine (once as news show host at a local Fox network affiliate, once as council chief), Pugh’s look changes daily thanks to his collection of a dozen sets of designer eyeglasses, which he wears strictly for fashion purposes over a pair of contact lenses.

Weekends, he has been running the streets of Detroit to prepare for a first marathon as well as to interact with citizens. Last weekend, in the dead of winter, he ran a 20-mile route down to the city’s riverfront, and back north through abandoned neighborhoods, waving and smiling to people along the way.

The following Tuesday, during a meeting with councilmembers asking them to meet with a governor-appointed task force trying to sort out Detroit’s finances, Pugh veered off into a monologue about the importance of encouraging grocery stores — of which there are alarmingly few — to offer fresh, healthy food.

“Jenny Craig ain’t got nothing on me,” he said, noting that he has employed better eating habits to shed 54 pounds recently.

From his personal life to public policy, he is frequently blunt. He came out as gay in a newspaper interview in 2004, and is one of the only politicians in the city’s 300-year history to challenge the traditional way of managing the water department, which is Detroit’s crown jewel.

The water department collects millions in revenue from an array of cities surrounding Detroit. But that money — and debt collected against those contracts — can only be used to fund the water department, so city officials are essentially barred from using it to fix the fiscal crisis.

“Detroit people are forbidden from talking about anything at all that may result in relinquishing any control with our water department,” he said. “But I think that we need to have a serious conversation with the public to say that our water is not helping us reduce crime, it’s not helping us keep the lights on, it’s not helping us keep the parks clean.”

“I GET IT, I GET IT”

Brutal honesty, he says, is the product of tough lessons, one of the most formative of which came a few years ago when he went to visit his brother’s family in the nearby suburb of Southgate. His brother and sister-in-law are both Detroit police sergeants and “we had a big old vicious debate” when they decided to move about 15 miles outside the city limits.

Pugh believes that one of the reasons Detroit is finding it hard to wring concessions from uniformed employees is because police and fire personnel are no longer required to live there. “I don’t know that there is the same urgency.”

But Pugh learned that an invitation to move back is, for now, futile. “They swayed me when I went to visit them for the first time and I watched my nieces and nephew walk leisurely down the sidewalk to the playground at the end of the block with no worries,” he said. “No gunshots off in the distance, no cars doing 100 miles an hour down the street, no abandoned homes, nobody trying to sell them drugs.

“So I went ‘OK, Goddamn it, I get it, I get it. This is about the kids and they can go down the street to the public school and you don’t have to worry about them.’”

“WATCHDOGS”

The city’s crisis may be an opportunity for Pugh to prove himself before a 2013 mayoral election in which he said he is seriously considering a run. A key challenge will be working hand-in-hand with a mayor who knows he probably wants his job.

“He’s been advised to keep his distance, to not share the spotlight with Pugh, and that has hurt the process,” the city council president said, referring to Mayor Dave Bing, who came to office about the same time as Pugh.

As Detroit’s financial picture has darkened, the two have worked more closely. “Now the mayor and the council are united against an emergency manager,” Pugh said.

He has invited himself to meetings the mayor is holding with Michigan Treasurer Andy Dillon and a team of consultants who are trying to decide if Detroit’s financial situation merits an emergency manager.

Over the past two years, the council — largely composed of young professionals who want to fix Detroit in one term — have billed themselves as “watchdogs,” repeatedly pushing the mayor for deeper cuts. “We are much more conservative than the mayor (and) that is unheard of in Detroit city politics,” Pugh said. “It’s odd … but it shows that we have had to change.”

BTG’s varicose-vein drug succeeds in U.S. study (Reuters)

LONDON (Reuters) ? British pharmaceutical firm BTG said the first of two U.S. trials of its varicose vein treatment Varisolve had met all its goals, bringing a launch of the long-delayed product a step closer.

Varisolve is a ground-breaking treatment that uses an injectable foam to dissolve the veins as an alternative to removing them surgically. The company has forecast peak sales of between $250 million and $500 million if it is approved.

Its development, however, received a major setback in 2003 when regulators in the United States halted a trial of the drug over concerns about side effects of the foam and its active agent Polidocanol entering the bloodstream.

BTG said the final-stage, Phase III trial showed significant benefits on all end points and no major safety concerns, such as stroke or pulmonary emboli, for the 590 patients in the entire program.

Shares in BTG, which have gained 15 percent in the last three months, were 3.7 percent higher at 335.5 pence by 4:41 a.m. ET, the top performer in the mid-cap index.

Analysts at Deutsche Bank said the results of the trial significantly reduced the risks of the regulatory process for the drug.

Overall success rates for Varisolve were expected to be in line with prior clinical data, in the mid 80s percent, they said.

“This combined with benefits on ease of use, speed, lower pain and likely reduced treatment cost should make Varisolve a highly competitive option vs alternatives,” they said.

Jefferies said the results bode well for future Varisolve data, but it remained cautious on the treatment’s commercial potential and regulatory risks.

“We believe lingering safety concerns could ultimately preclude FDA approval, although we do not expect a decision until at least second half of 2013,” the broker said.

“If BTG is able to secure approval, we believe the competitive varicose vein market, in addition to pricing and reimbursement difficulties, could limit future sales and we forecast only $100m at peak.”

Chief Executive Louise Makin said the results of a second study would follow, and the group was on track to submit an application to U.S. regulators by the end of the year.

BTG, which also sells niche anti-poison treatments, decided in 2010 to market Varisolve itself in the United States rather than sharing development costs with a partner.

(AP) ? Brazilian President Dilma Rousseff began a tour of Cuba on Monday in a visit emphasizing trade and economic cooperation.

Rousseff was greeted at Havana’s international airport in the afternoon by Cuban Foreign Minister Bruno Rodriguez. She waved to reporters but did not make any public statements before leaving by car.

Her office said the trip would seek to bolster trade between the two nations, which rose 31 percent from 2010 to hit a record $642 million last year.

Rousseff planned to meet with President Raul Castro on Tuesday in the capital and also tour the nearby port of Mariel, which is being expanded with the goal of turning the facility into a base for industry and oil operations in the Gulf of Mexico.

Brazil has financed almost 80 percent of the port project’s $683 million price tag, according to a statement by the Brazilian presidency.

Also Monday, one of Brazil’s biggest construction companies, Odebrecht, said an independent subsidiary would sign a contract to help administer the September 5 sugar mill in Cienfuegos province.

In a statement, Odebrecht said the 10-year agreement between its Infrastructure Works Co. and Cuba’s state-run Azcuba sugar group “aims to increase sugar production and milling capacity and aid in revitalization.”

(AP) ? Oakland Mayor Jean Quan and other city officials have begun inspecting damage inside City Hall that was caused by about 50 Occupy protesters who broke in and smashed glass display cases, spray-painted graffiti, and burned the American and California flags.

Saturday’s break-in culminated a day of clashes between protesters and police. Interim Police Chief Howard Jordan said nearly 400 people were arrested on charges ranging from failure to disperse and vandalism.

At least three officers and one protester were injured.

Quan said Sunday that Occupy protesters have caused an estimated $2 million in vandalism since October. She said the cost to the city related to the Occupy Oakland protests is pegged at about $5 million.

The scene around City Hall was mostly quiet Sunday morning. It’s unclear whether protesters will mount another large-scale demonstration on Sunday.

Abbas: Israel to blame for failure of latest talks (AP)

RAMALLAH, West Bank ? The Israeli and Palestinian leaders on Sunday blamed each other for the impasse in newly launched peace efforts, raising doubts about whether the dialogue would continue just weeks after it began.

Palestinian President Mahmoud Abbas accused Israel of spoiling the low-level talks, saying it failed to present detailed proposals for borders and security requested by international mediators. Israeli Prime Minister Benjamin Netanyahu said the Palestinians “refused to even discuss” Israeli security needs.

For the past month, the sides have held Jordanian-mediated exploratory talks at the urging of the Quartet of international Mideast mediators ? the U.S., the U.N., the E.U. and Russia. The goal of the talks has been to find a formula to resume formal peace negotiations, with the aim of forging an agreement this year.

The Palestinians say a three-month period set by the Quartet for the exploratory talks ended last week, counting from the day the mediators issued their marching orders last October.

But Abbas, deeply skeptical about the hardline Netanyahu, is under intense international pressure to stay at the table and would risk being blamed for the failure of the latest Mideast peace efforts.

Walking away would be a risky strategy at a time when he seeks global recognition of a state of Palestine ahead of a possible border deal with Israel. U.N. chief Ban Ki-moon is expected in the region this week to help keep the talks alive.

Abbas said Israel’s efforts so far have fallen short.

“By not presenting a clear vision on the issues of borders and security, as the Quartet demanded, Israel foiled the exploratory talks in Amman,” Abbas said in remarks published late Saturday by the Palestinian news agency Wafa.

Israel has said it wants to keep talking and is serious about reaching a deal by year’s end. It says the exploratory talks should continue for another two months, starting its countdown of the Quartet’s three-month period from the beginning of meetings in early January.

Addressing his Cabinet on Sunday, Netanyahu said the dialogue had gotten off to a rocky start, but held out hope the talks would continue.

“Until this moment, according to what happened in recent days, the Palestinians refused to even discuss with us the needs of Israel’s security,” he said. “The signs are not very good, but I hope they will come to their senses and we’ll continue the talks so we can reach real negotiations.”

The Quartet had asked both sides to present detailed proposals on borders and security arrangements between Israel and a future Palestinian state, in hopes the exploratory talks would evolve into full negotiations.

The Palestinians said they presented four-page proposals on each subject, but refused to elaborate. Earlier this week, Israel presented its principles for drawing a border with a future state of Palestine ? the first-ever indication by Netanyahu on how much war-won land he would be willing to relinquish.

Abbas said he remains committed to serious negotiations that would lead to the establishment of a Palestinian state, with east Jerusalem as its capital.

The Palestinians want to establish their state in the West Bank, Gaza Strip and east Jerusalem, territories Israel captured in the 1967 Mideast war. The Palestinians, who regained control of Gaza in 2005, have said they are willing to swap some land to enable Israel to keep some of the largest of dozens of settlements it has built on occupied lands. In talks with Netanyahu’s predecessor, the Palestinians suggested swapping 1.9 percent of the West Bank, while Israel proposed 6.5 percent.

Two Palestinian officials said last week that Israel proposed keeping control of east Jerusalem and essentially turning its West Bank separation barrier into the border. That would place attach roughly 10 percent of the West Bank to Israel.

Israeli officials have declined comment.

However, it is unlikely Abbas would accept any deal that leaves east Jerusalem under Israeli control and gives him only 90 percent of the West Bank.

Abbas consulted Sunday with his Fatah movement and was to talk Monday with top officials in the Palestine Liberation Organization. Abbas said he would make his final decision after briefing the Arab League at the end of the week.

Western diplomats said Quartet envoy Tony Blair will try in coming days to persuade Netanyahu to agree to incentives to salvage the talks, including the release of veteran Palestinian prisoners.

Mahmoud Aloul, a senior Fatah official, said Sunday that Fatah would likely urge Abbas to end the talks.

“There is no hope … that these talks or any talks with this right-wing Israeli government would lead to any progress,” Aloul said.

Tiger Woods tied for lead in Abu Dhabi Championship

Tiger Woods fired a six-under par 66 Saturday. After three rounds, Tiger Woods is now tied with Britain’s Robert Rock for the lead of the Abu Dhabi Championship.

?A host of pinpoint golf shots and a deadly touch with the putter helped Tiger Woods to move within sight of his first victory in a full-field event for more than two years at the Abu Dhabi Championship on Saturday.

The former world No. 1 was kitted out in grey shirt and trousers but there was nothing grey about his game as he fired a sizzling six-under-par 66 to join Britain’s Robert Rock (66) in a tie for the lead on 11-under 205.

Swede Peter Hanson returned the best round of the week, a 64, giving him a share of third place on 207 with world number three Rory McIlroy (68), fellow Briton Paul Lawrie (68) and Italian Francesco Molinari (66).

There was a logjam at the top, with the leading 14 players separated by four shots.

?Woods, who ended a two-year title drought by winning last month’s Chevron World Challenge limited-field event in California, refused to get carried away with his six-birdie display at the European Tour event.

“I was just kind of consistent today,” the American said in understated fashion. “I didn’t do a whole lot wrong and didn’t do a whole lot right.

“I played methodically, just plotted my way round the golf course and the birdies just piled up.”

With hardly any wind on another hot day at the Abu Dhabi Golf Club, scoring improved and at one point there were eight players tied for the lead.

Woods went to the top of the leaderboard on his own by rolling in a 15-foot birdie putt at the 14th.

He kept his errors to a minimum throughout, a feature of his performances this week, and has now carded just two bogeys in 54 holes.

His distance control with his woods and irons evoked memories of the record 623 weeks he spent as world number one and his putting stroke was pure and positive.

The 25th-ranked Woods gave an ironic ‘great shot’ cry when he played a rare poor tee shot 60 feet right of the pin at the 15th but he managed to get down in two for his par three.

GLORIOUS APPROACH

The 36-year-old then finished his round with a flourish, shaping a glorious five-wood approach from left to right at the par-five 18th and safely two-putting from 60 feet to claim his sixth birdie of a flawless round.

With a plethora of players waiting to pounce on any slip, Woods knows he will have to be aggressive in Sunday’s final round.

“There are so many guys up there I’m going to have to post a good number,” he said. “It’s not like I can just go round and shoot par.”

Rock, who won his first tour event at last year’s Italian Open, crammed five birdies into the last nine holes and the bearded Englishman was thrilled at the prospect of playing alongside Woods on the last day.

“I can’t wait,” said the 34-year-old, who was an unknown club professional nine years ago. “I might not get too many opportunities to do that.”

Asked if he had ever imagined playing alongside one of golf’s greatest players, he replied: “No, not in a million years. Not long ago I was working in a golf shop, selling Mars bars and watching him win majors on television.

“Tomorrow is going to be pretty cool. I’m just going to enjoy the opportunity.”

McIlroy, who incurred a two-shot penalty for using his hand to brush away sand on the fringe of the ninth green on Friday, was involved in a lengthy rules discussion for the second day running.

The U.S. Open champion hit a wayward drive way right into the desert scrub at the 18th and had to ask the referee if he was allowed to aim further right for his next shot without going out of bounds.

McIlroy took an eventful route up the last hole but a par five kept him in touch with the leaders.

World number two Lee Westwood will look to make a last-day charge after shooting a 68 for 212 but top-ranked Luke Donald is out of title contention after sliding to a 73 for 216.
